Why do you want to give permissions to entire HKCR... best approach is to permission only those registries which you require.

- Giving full permission to an entire hive isn't a good idea.
- HKCR is an amalgam of HKLM\Software\Classes and HKCU\Software\Classes. Assigning permissions to the latter may produce unexpected results.
Find out exactly which key under HKLM\Software\Classes requires permissioning.
Coming to setting the permissions, you can either use the LockPermissions table (if you're a masochist) or a command line tool like SetACL, XCACLS, SubInACL or SecEdit via a Custom Action. There's plenty in the archive about the use of these tools so use the 'Search' facility.
