Files not Delieverd Office 2003 MUI

Guys,
i am currently working in Office 2003 french UI pack.I am using external AIP method for this apps.The manual installation is taking place fine.When installed through radia the application throws one error of file missing and when we ignore it the application installs.But no files are deliverd to the respective folder but ARP entry is created..Could anyone help me to sort out this problem.
