error code 1406

I'm new to packaging so this will probably sound a bit dumb to some of you. I'm trying to package Avantis Open CD with Wise Package Studio and I'm having problems. I package the app no problem it installs then reboots and then I have to configure the virtual CD drives. When I try to install the msi it errors with a 1406 error cannot create reg key. The reg key is situated in the HKLM\hardware\devicemap\scsi. How can I get round this when you normally install this app it usally installs avantis then asks to reboot when it logs back in it then detects new hardware (the virtual drives) and then it reboots again. HAs anyone ever had a similar problem any help would be great.
