Software Deployment

I have created a package for JInitiator 1.3.1.18 using Installshield AdminStudio 6. I need to copy a certificate file to \documents and settings\%username%\.jinit for each existing and new user on the machine, so in my package, I have copied this file to a common area on the hard drive and then created a Duplicate File entry. Then, using Active Setup, I am ensuring that my package repairs as each user (new and existing) logs in. The certificate file is copying over successfully for non-administrators, but if an administrator logs in, the file does not copy over. I have checked the Application log after an Administrator logs in and I have an MsiInstaller event 11728 showing a successful 'Configuration completed successfully' event, with no errors, but the certificate file does not get copied over. Has anyone seen this behaviour before? Is there a way to correct it?
