I wouldn't saving data anywhere *near* %ProgramFiles%. At worst, you should have a separate data partition, at best a share on a server.

Keep in mind that when organizations lock down their workstations, normal users won't have rights to save application data in the Program Files directory. Best practices are to store data in locations that are secured and protected, such as servers. Otherwise, when a computer gets stolen (every place I've ever worked has had theft), your data goes with that PC. Or when the hard drive fails. Or the user gets a new PC and a tech forgets to migrate the data. Or...

Never store data locally.

when you launch datalink viewer and then go to options>file location are saving in C:\programData\millet soft

but i need to change this location to C:\programfiles (x86)

There is a data.ini & report.txt files which are saving in C:\ProgramData
