Create a component containing the registry entry and condition it with REMOVE~="ALL".

(Trying desperately to work out how this question has anything to do with Windows Installer errors...)

There is no native way to write registry during uninstall except for authoring an custom action to do the job for you.
Rating comments in this legacy AppDeploy message board thread won't reorder them,
