Command Prompt on Windows 8 do not execute any network commands. (Display 'notrecognize' message)

Command Prompt in Windows 8 PC is not working properly for any kind of network commands. (CMD Display 'notrecognize' message)
What could be the reason for this... If i run CMD on Admin Privileges it works properly...

Could you browse to the folder 'C:\Windows\System32' and have a look down for the file 'ipconfig'. I suspect it may not be.
