Software Deployment

i install a couple of software packages through a GPO. it works great for the most part. almost all of our users get the software installed and use it without a problem. others do not however even though they are in the same OU with the identical PC hardware and OS (Win10). i've tried having them do the typical stuff, gpupdate /force, i've even deleted the Group Policy section in the registry under HKLC. the thing is, if i take the computer off the domain, reboot, then add it to the domain again, it gets the GPO without a problem and installs the software. every single time! but i can't do this with a couple of hundred pc's! anybody else have this issue? the error code i get in event viewer is the 1274 error which doesn't tell me much.
