I don't believe there's a command line parameter nor property to keep it from caching...so I would say "yes, they always cache" :).

Is there any control on how they are cached? It seems I've seen situations where the transform will be cached in the Installer folder under a product code folder and the name of the transform file is retained. In other cases it appears that the transform is cached at the root of the installer folder and renamed a random name much like the msi's and msp's that are installed.

You got me there Joe. I too have seen at times, for whatever reason, the randomly named MST will be renamed and placed under the productcode folder rather than the Installer folder along with the randomly named MSI. I know the folder is created to house Icons, but I don't know what it uses to determine when it caches the MST in the productcode folder and when it doesn't...If you figure it out, please do share :).
