Building a legacy 16Bit application that has no setup.exe or .MSI?

I have been asked to package an old 16Bit base application that has no Exe. or Msi. files. the current way they install this application is by coping the folder from a working pc over to a new pc and run the filename.exe that is not an installer. I don't believe this can be done but thought I'd ask anyway.

I believe you can use a Setup Capture to do this.

There should be no problem creating an MSI for this.
Are you currently using any packaging product?

If there isn't much files then using WiX would be both easy and cheap.
