Depending on your experience/skill you could "register" for a Free Windows Installer Training, have a look at http://itninja.com/blog/view/free-windows-installer-training!!!
If someone knows the underlying Windows Installer technology it's John!
But as it seems your are new to this I would start by attending to a basic course with the packaging tool you're going to start with. Allthough it isn't the tool that is important to learn but the Windows Installer technology itself.
