I am trying to do a managed install and I can't get it to do a silent install or not install google toolbar or chrome

There is a windows installer flavour available for Adobe Flash Player 11.3.300.271, Why don't you use that..

Make sure to save the mms.cfg file with UTF-8 encoding

You need to create mms.cfg file and place it in "System32\macromed\Flash\" for disable automatic update.

Open notepad and write "AutoUpdateDisable=1" command and save it as mms.cfg

Before using the Distribution MSI, I would suggest you to register for Deployment and License agreement with Adobe.
