$ and ? characters before component names

Has anyone seen this syntax before?:

?registry400 = 3 AND $registry400 = 2

That is a condition on a custom action. Registry400 is the name of a component. What do the ? and $ characters do?

Thanks

Jeff

Thanks. That's what I needed.
