AlwaysInstallElevated not working 100%

I have a couple of MSI applications that will not install on a PC with Non-admin user rights. I have the registry keys in for making the MSI install with elevated rights but it won't install. I have figured it out that it pertains to folder permissions in the Program Files directory. I am wanting to know Why an MSI will fail install when it has the AlwaysInstallElevated registry keys? Can anyone shed some light on this? I appreciate any responses.

the registry should be in os, not in MSI

Try changing the default install path to something other than Program Files. Let me know if that works, then we can look at the permissions it requires.

If it is a vendor msi then check the custom actions to make sure they are running in System Context.
