Adobe Reader 6.01 Language problem under normal user context

I have created a few custom installs of Adobe Reader 6.0.1 in different Asian languages.

During testing they work great if the logged in user has admin rights. The problem occurs when a normal user logs in, the language of Adobe Reader does not change and does not gives the user a choice to choose the Adobe Reader application's language.

Under admin rights, say my GUI (core XP plus JP MUI) was in Japanese, Reader will give me an option to choose between English/Japanese when I am launching Adobe Reader.

If I am logged in as a user, no matter what language the GUI is, Adobe Reader always comes up in english.

Any ideas ?
